Nel Giappone che lotta per uscire dal dopoguerra, le prime gemme del miracolo economico convivono con le ultime fiamme dell'agitazione sociale. Durante uno scontro nelle fogne di Tokyo, una giovane terrorista si lascia esplodere con una bomba davanti agli occhi di Kazuki Fuse, agente della polizia speciale DIME. Fuse è sottoposto a provvedimento disciplinare, ma il ricordo dell`accaduto continua a tormentarlo.Intanto, labirintici giochi di potere vorrebbero lo smantellamento della DIME, ma ai piani alti si mormora dell`esistenza di un`organizzazione parallela al suo interno chiamata Jin-Roh, gli Uomini-Lupo.Quale può essere il ruolo di Fuse in tutto ciò? L`obbediente cane agli ordini del potere? Il lupo sanguinario che riconosce solo i propri simili? Oppure, semplicemente, un essere umano?
