Il team antiterrorismo è composto dall'agente speciale Brody (Carrie Ann Moss) e da un misterioso agente dell'intelligence (Samuel L. Jackson) che devono estorcere le informazioni a un cittadino americano (Michael Sheen) di religione musulmana che in un video mostra gli ordigni già posizionati in diversi luoghi. Quest'ultimo è un ex militare specializzato, disposto a tutto pur di non rivelare loro l'esatta ubicazione degli ordigni, ma i metodi degli interrogatori vanno al di là di ogni metodologia consentita.
