Tom Hardy è un poliziotto di Pittsburgh e appartiene ad una famiglia di poliziotti da cinque generazioni. Ex detective della squadra omicidi, da due anni Hardy è stato retrocesso alle pattuglie di soccorso fluviale per aver sfidato il dipartimento di polizia, in merito all'identità del serial killer che ha assassinato suo padre. Convinto che un nuovo serial killer comparso in scena di recente sia lo stesso uomo che ha ucciso suo padre, Hardy indaga al di fuori della propria circoscrizione per catturare l'assassino. Questo sbirro dal carattere indipendente si scontra con la sua nuova partner, aggira le maglie del sistema burocratico e sfida lo zio che ha sostituito suo padre a capo della squadra omicidi, in una storia drammatica ricca d'azione e di suspense che si svolge nel luogo in cui i fiumi Allegheny e Monongaehla si incontrano, formando l'Ohio.
