A Detroit circola la droga Nuke, creata per sottomettere la popolazione ai voleri di potentissimi gangster. Robocop, il poliziotto robot dotato del cervello dell'agente Murphy, elimina tutti i delinquenti che trova sul proprio cammino. Ma i grandi boss del crimine (fra loro ve ne è anche uno dodicenne, Hob, sadico e precoce), costruiscono un altro mostro meccanico. Nello scontro finale tra i due androidi vince quello buono, ma il Grande Vecchio, capo supremo di tutta la criminalità, sopravvive.
