Nella Parigi del XV secolo, dentro il campanile della cattedrale di Notre Dame, vive lontano da tutti Quasimodo, giovane deforme, cresciuto e allevato dal giudice Frollo che, vent'anni prima, volendo ripulire la città dagli zingari, si era reso colpevole della morte della madre del ragazzo ed era stato punito con l'obbligo di prendersi cura dell'allora bambino. Quando, in occasione della festa dei Folli, Quasimodo trova il coraggio per uscire in piazza, la folla lo aggredisce. Esmeralda, giovane gitana, lo difende. Frollo dà ordine a Febo, capo delle guardie, di arrestare la ragazza. Esmeralda si rifugia nel campanile, Quasimodo la protegge, Febo se ne innamora e non sa se obbedire agli ordini. Frollo vuole a tutti i costi catturare la donna, fa attaccare le case dei gitani e mettere a fuoco Parigi. Solo alla fine di rocamboleschi inseguimenti, viene ristabilito l'ordine, con la sconfitta del malvagio Frollo e il ritorno alla vita di Quasimodo.
