Il nome "Tuono blu" è quello di un elicottero destinato alla sorveglianza metropolitana, dotato di una tecnologia di controllo e di attacco ultrasofisticata:sensori elettronici per "vedere" e "sentire" nelle condizioni più difficili. Il pilota deve però guardarsi dal colonnello Cochrane, suo antico avversario, che ancora una volta dimostra di meritare tutto il disprezzo di cui il nostro eroe lo gratifica. Dal megascontro finale il "buono" esce naturalmente vincitore, scegliendo poi di sacrificare l'elicottero per salvare la tranquilità dei cittadini.
