Sei anni fa l'angelo Damiel ha scelto di essere uomo per amore di Marion (Il cielo sopra Berlino). Ora anche Cassiel fa la stessa scelta per salvare una bambina. Berlino, caduto il muro, è cambiata e il neo-uomo ha a che fare con la nuova situazione. Per stroncare un traffico d'armi Cassiel organizza un colpo di mano contro il gangster che lo protegge. L'impresa riesce, ma Cassiel paga con la vita. Qualche invenzione narrativa di splendida visionarietà non basta a riscattare un film tanto ambizioso quanto sostanzialmente irrisolto: un film sbagliato, con momenti bellissimi. Che cosa ci stia a fare Mikhail Gorbaciov nel ruolo di se stesso resta un mistero insondato.
